The FOURmula One (F1) for Health is the implementation framework for health reforms of the DOH to attain better health outcomes, more responsive health systems and equitable health care financing through action on four (4) critical components: Health Care Financing, Health Regulation, Health Services Delivery and Good Governance for Health.

          Such reforms are implemented under a Section-Wide Development Approach for Health (SDAH), an approach that organizes the planning and management of international, national and local support for a sector, within a common sector policy and expenditure program under government leadership.

          The partnerships were forged between the DOH and individual provinces to undertake the PIPH, a local health development program and medium term public investment plan consistent with F1.

          The finalized PIPH reflects technical inputs of the LGU presented by Gov. Erlpe John M. Amante to the Joint Appraisal Committee (JAC) during the convention last March 2009 in Manila to review and enhance PIPH with SDAH resources referred to as enhanced PIPH.

          The provincial government, in partnership with its component LGUs, has agreed to fund and implement the programs, projects and activities in accordance with the Annual Operational Plans (AOPs) under their respective enhanced PIPHs through their own financing sources and available development partners that are coordinated by the DOH and the Center for Health and Development (CHD) for Caraga Region through SDAH.

          “This is a better way of improving and implementing the specific health care delivery system of Agusan del Norte for the benefit of all its constituents,” said Board Member Aquino W.
