After a successful implementation of the multi-million computerization program to improve the processing of all documents to better serve the general public, the provincial government will now also adopt the ATM payroll credit system to improve the giving of salaries to its workforce.
By virtue of a resolution recently approved by the Sangguniang Panlalawigan, Governor Erlpe John M. Amante is set to enter into an agreement with the Landbank of the Philippines (LBP), Butuan for the implementation of the ATM payroll credit system using the Landbank E-Card. “The E-Card shall not only be used for ATM transactions but also serves as personnel identification card with access to selected personnel records,” Governor Amante said. The E-Card will be highlighted by the employee’s/member’s picture, signature, local government unit (LGU) name, logo and the ATM magnetic stripe containing the Landbank ATM account data. For the convenience of officials and employees , an ATM machine shall also be installed as an off-site unit within the premises of the provincial Capitol compound, specifically at the gate beside the guard house along the main street which shall be accessible to the general public 24 hours a day, seven days a week. A provincial employee was quoted saying, “this improvement in our system is a welcome development since employees will no longer queue at the provincial cashier during pay day but will just go to the ATM machines anywhere at their convenient time”. The memorandum of agreement provides that Landbank shall produce the E-Card which shall be free of charge. Replacement of lost card, however, will be charged P150.00 pesos to the employee. This system is expected to be implemented within this quarter after the Sangguniang Panlalawigan approved a resolution authorizing the governor to sign the MOA authored by Board Member James T.
